Dr. Puskar obtained his B.S. in Electrical Engineering from Penn State University in 1971. One of his professors at Penn State was a recent Ohio State University-ElectroScience Laboratory (OSU-ESL) graduate, who steered him to OSU.

He came to OSU-ESL and completed the M.Sc. degree in 1973. His M.Sc. research focused on Ground Penetrating Radars under Prof Leon Peters and Prof Dave Moffatt. This was part of the early efforts in underground radar research, and included the development of the first radar to distinguish metallic from non-metallic (PVC) gas lines.

Dr. Puskar returned to AF Avionics Lab at WPAFB after his M.Sc., but came back to OSU-ESL to pursue a Ph.D. degree. His PhD research was in the area of optical scattering from rough surfaces, with Prof Curt Levis as his advisor.

When he returned to WPAFB he conducted and sponsored research in radar cross section reduction techniques and passive electronic warfare/electronic countermeasures. Much of the sponsored research was conducted at ESL, the most significant being the design and construction of the large compact range at WPAFB.

In 1984, he left the government and started an office in Dayton, Ohio under the auspices of the Mission Research Corporation. This one-man operation grew over the years to over 160 people, many of them graduates of OSU, and ESL in particular. The other three “guests” who joined him a year later were Bill Kent, Tom Kornbau and Errol English. They played a crucial role for the success of the Mission Research Corp-Dayton unit. MRC-Dayton was sold to ATK Corp. 20 years from its inception, and Dr. Puskar is currently serving as a Vice President of ATK for Special Programs.
